The push for such policies arises from changes in the labour market and economy and globalisation in post-industrial society. In some circumstances, students may claim credit for their elective module, even though their previous learning is not directly related to their main area of study.

This process is known as Accreditation of Prior Learning (APL), and can be claimed in a number of ways.APCL (Accreditation of Prior Certificated Learning) relates to learning which has been previously assessed for a validated qualification awarded by an educational institution, professional body or other recognised education/training provider.

APEL (the Accreditation of Prior Experiential Learning) refers to learning. There is good news, though. Inthe Malaysian Qualifications Agency (MQA) introduced the Accreditation of Prior Experiential Learning (APEL) which enables individuals who have work experience but lack of formal academic qualifications to pursue their studies at higher education institutions.
